What problem does this PR solve?

Issue Number: ref #61702

Problem Summary:

What changed and how does it work?

we will create sessions of system keyspace inside user keyspace, so GetDomainInfoSchema better be called GetLatestInfoSchema, as they share the same domain as sessions of user keyspace
